Is a CP2000 an audit?

No. A CP2000 is an underreporter inquiry — the IRS is saying the income reported to them doesn't match your return. It's not an audit and not a final bill, but it does have a response deadline, usually about 30 days.

Can't I just use ChatGPT or a free template to do this myself?

You can try — but a general AI tool or blank template doesn't read your specific notice, doesn't know which of your figures the IRS is questioning, and won't tell you whether the IRS is even right.
